The design, testing and installation of Britpave Concrete Step Barrier – referred to hereafter as CSB - is bound by the requirements set out in BS EN 1317, in the same way that all safety restraint systems currently are.

 

Britpave, as the nominated Highways Agency Promoter, has an obligation to ensure that controls are in place for the products it promotes to be installed in accordance with BS EN 1317, Road Overseeing Authority Specification and Britpave Specification.

A Britpave Licensed CSB installer is the company who directly constructs the barrier. It is not the Main Contractor where a specialist Sub-contract installer is used.

A Licence will only be considered when an application is received from a current member of Britpave. Therefore if a company who does not currently hold Britpave membership wishes to be considered for Licence they must firstly apply and receive confirmation of Britpave membership.

 

Companies applying for a Licence are required to pay a Joining Fee. This one off charge must be paid for an application for a Licence to be processed and considered. The fee covers the cost of processing the Licence application. It is non-refundable should a Licence be refused or revoked.

 

Companies applying for a Licence are required to pay an Annual Registration Fee. This fee must be paid once confirmation of the award of the Licence is made. The registration fee covers the annual cost of maintaining and monitoring the Licence scheme as well as an independent audit of Licence holders Quality Procedures. This fee is non-refundable should a Licence be revoked.

 

Licensed installers must also agree to pay a levy proportional to the quantity of linear metres of CSB constructed per annum.

 

Britpave Licence holders shall consent and facilitate third party auditing of their quality procedures and systems by a Britpave appointed agent undertaken at least annually.

 

Companies who are awarded a Licence must agree to the payment of a Royalty levy. This levy is directly proportional to the quantity in linear metres of CSB constructed per annum. The Licensee is required to confirm to Britpave quarterly the length, location and Client contact details of all CSB constructed. An invoice will be raised based upon this submission. The submission will be verified by contact with the Client. The levy provides a contribution to the cost of promoting and developing CSB. It is non-refundable should a Licence be revoked

The amount of all fees and royalty levies shall be as stated on the Britpave Licence Declaration form. A 12 month notification will be provided to Licence holders with regard to any future increases in registration fee or royalty levies.

 

fitzpatrick licenced installerThe amount of the registration fees and royalty levies charges shall be identical for all Licence holders regardless of the size of the company or the quantity of CSB constructed.

 

A Britpave Licensed installer must hold third party certification to BS EN ISO 9001:2000 from a UKAS accredited certification body.

 

It is preferable but mandatory from 1st May 2007 for a Britpave Licensed installer to hold third party certification to BS EN ISO 14001: 2004 from a UKAS accredited certification body.

 

The scope for the BS EN ISO certification must encompass slipform paving concrete construction.

 

Sector Scheme 21 is currently being developed. Britpave Licensed installers are welcome to contribute to the developing quality system documentation. Britpave Licensed installers will be kept informed of developments and anticipated requirements of the scheme so that they can be prepared for the scheme’s mandatory requirements in advance of the scheme becoming mandatory.

Once Sector Scheme 21 is published there will follow a period where it will be preferable for Britpave Licensed installers to be Sector accredited. Ultimately it will be mandatory; once mandatory, Licences will be automatically revoked if the holder is not Sector accredited. The additional cost of application and award of Sector accreditation will be met by the Licence holders not Britpave.

 

Britpave Licence holders shall purchase a current set of CSB installation drawings. The fee for the drawings will be as published at the time of purchase.

 

The Licence holder shall be required to formally confirm that all CSB installations undertaken by them shall be wholly in accordance with the Specification and construction details provided in the current suite of Britpave CSB drawings. The only exception shall be in the case of a Departure from Standard being provided by the Road Overseeing Organisation. Britpave will require sight of such Departures from Standard.

 

The Licence holder shall be required to provide confirmation of Employer and Public Liability insurance. The minimum value of cover shall be as stated on the Britpave Licence Application form.

 

The Licence holder shall be required to indemnify Britpave from any claim or loss arising from that company’s construction of non complaint barrier.

 

The Licence holder shall be required to provide Britpave with evidence of satisfactory employee training and slipform paving equipment maintenance records.

 

By way of an example Construction Skills Certification Scheme (CSCS) card certification, as this demonstrates that Licensee employees have health and safety awareness as all cardholders have to pass the appropriate CITB-Construction Skills Health and Safety Test together with any additional internal training schemes.

 

Licensed installers must also agree to pay a levy proportional to the quantity of linear metres of CSB constructed per annum.
